Urumqi introduced its first beneficial talent policy on Feb 8, to attract foreign talents to start up business in Xinjiang Uygur autonomous region and speed up its development and transformation.
The policy is intended as a means to set up several bases for foreign talents, especially for those high-tech professionals and innovative well-educated overseas talents.
According to the policy, the Urumqi Municipal Human Resources and Social Security Bureau will provide a subsidy of 30,000 yuan to 50,000 yuan ($4,360 to $-7,268) to the talent base for one foreign talent. For a talent-introducing base which is qualified from an in the annual assessment, it will be given a subsidy of 50,000 yuan to 100,000 yuan ($7,268 to $-14,536).
As of now, Urumqi has built 36 bases for introducing foreign talents, including one national-level base and 30 city-leveal bases.
Also preferential financial and taxation policies are being put forward by both regional and local governments. In addition, funds will be set up to motivate talents, finance scientific research, and encourage entrepreneurship.
