Shanghai Lujiazui Financial City Development Bureau Recruitment Notice

Shanghai Lujiazui Financial City Development Bureau (hereinafter "bureau") was authorized by the Shanghai Municipal People's Government and launched by the government of Shanghai Pudong New District, according to relevant decisions made by Pudong People's Congress.The bureau has the qualification of an independent legal entity.
As a statutory public service institution, the bureau is to manage and coordinate the public affairs in Lujiazui Financial City (formerly known as Lujiazui Finance and Trade Zone), to organize and implement related matters, to explore a more dynamic, open, and efficient systems, in order to advance innovations and opening-up of fields such as finance, trading, and shipping, as well as playing an important role in the construction of the core area of Shanghai "Four Centers" – international economic, financial, shipping, and trading centers.
The main responsibilities of the bureau include: being responsible for research on the development strategies of Lujiazui Financial City, design and implementation of the development plan and annual plan; responsible for economic development, promotion of investment, and resources coordination in the Financial City; attracting and nurturing top finance, shipping and trading enterprises and headquarters, and fostering finance-centered industrial chains; serving financial institutions in the region, and keeping close contact with the participants of financial market; encouraging various markets and financial institutions to produce innovate products, businesses and regulations; promoting the trial run of innovative measures of the country's financial reforms; responsible for leading the implementation of environment optimization projects featuring commerce, transportation, landscape, culture, information technology and so on; responsible for the operation of Lujiazui Financial City Development Fund and the implementation of the industrial development policies and relevant supporting policies; responsible for serving the enterprises and talents in the region; responsible for advancing the foreign cooperation and exchanges and promoting the brand of Lujiazui Financial City; responsible for cooperating with the related parties to advance the construction of information service platforms for building economy and emerging finance industries, offering support for interchange of financial supervision information and public credit information, and strengthening the supervision in advance, in process and afterwards; and helping the financial regulators and local financial services departments strengthen the financial risk prevention system and others.
Positions
(1) Job title: Deputy Director of the Financial City Development Bureau
Responsibilities:
1. Lead and carry out research on key industries such as finance, follow business dynamics and models of leading companies of key industries, and lead the bureau to provide innovative solutions for services to clients and enterprises.
2. Organize and lead the introduction of and service delivery for financial markets, such as licensed financial institutions and exchanges, maritime authorities and new financial institutions, and realize the coordinated promotion of pilot reform and opening up of the financial services industry.
3. Create investment attraction strategies according to the Bureau's business objectives, and adjust and urge the implementation of the strategies based on the development.
4. Lead the coordination and promotion of regional economic development, investment attraction, consultation with strategic clients, maintain commercial relationships, and ensure the promotion and realization of strategic projects, including the establishment of business relationships, marketing for projects and organization of relevant teams.
5. Support the brand promotion of Lujiazui to help establish its brand image, including activities like salons, forum speeches, media releases, and organizing the Chamber of Commerce.
6. Responsible for the party construction work of two new groups, and assist with other administrative services.
Job requirements:
1. Education background: bachelor degree (full-time) or above.
2. Expertise:
Familiar with the country's macroeconomic policies, the city's or district's economic and industry development policies;
Familiar with national industry development situation, industry trends,regional advantages, industrial bases, resource conditons, market space and other basic information;
Strong leadership and communication skills;
High sense of responsibility and able to work under pressure.
3. Work experience: minimum 15 years of experience in related fields (including eight years of management experience)
(2) Job title: Deputy Director of the Financial City Development Bureau
Responsibilities:
1. Maintain the daily operation of the Council of the Financial City, arrange regular meetings and large-scale activities for the Council, coordinate daily communications and contacts between Council members.
2. Guide the promotion of brand and formulation of development strategies, timely adjust the strategies according to latest development, and supervise the implementation and accomplishment of planned tasks.
Lead the team to organize international promotion activities, in order to build up relationship with overseas enterprises, to strengthen communication with major economic centers from all over the world, and to increase overseas influence of the financial city.
3. Coordinate the Council's communications and discussions of issues like industrial development, environment optimization, matching services, and promote and supervise the cooperation of different departments to create a favorable environment for regional development.
4. Plan the improvement of matching environments of Lujiazui, like public transportation and public space, lead the team to construct public culture, and promote the regional cultural development.
5. Help promote regional economic development.
Job requirements:
1.Education background: bachelor degree (full-time) or above.
2. Expertise:
Familiar with the Bureau's daily operation of related process;
Familiar with brand publicity, content operation, channel choosing and planning management knowledge;
Familiar with overseas roadshows, international brand promotion, and organization of international conferences;

Leadership and strong coordination ability;

(3) Job title: Director of the Office
Responsibilities:
1. Guide and manage party construction, the operation of discipline inspection and supervision and labor union. Moreover, instruct research on policies and special projects; check internal documents; responsible for confidentiality; guide conferences, receptions, itinerary arrangements and other matters.
2. Formulate personnel system policies for the bureau, including human resources planning, recruitment, jobs, staffing, evaluation, motivation and promotion of cadres, and training; provide personnel service for the enterprises settled in Lujiazui.
3. Instruct the audit of internal contract and deal with government information services; manage the fixed assets of the bureau; responsible for the daily management of the investment bases; manage government procurement and bidding procedure.
4. Manage the overall informatization and network; actively establish external partners in order to enhance the ability of overall information technology.
5. Responsible for finances and planning.
6. Responsible for logistics support.
Job requirements:
1.Education background: bachelor degree (full-time) or above.
2. Expertise:
Familiar with the work of the executive secretary of the government, conference receptions, and confidential administrative work;
Familiar with fixed assets management, property management, procurement management and logistics management;
A good knowledge of internal auditing, information systems, and human resources management.
3. Work experience: minimum of 10 years of experience in related fields (at least five years of management experience)
(4) Job title: Deputy Director of the Office
Responsibilities:
1. Responsible for directing publicity affairs and the construction of spiritual civilization, promoting anti-corruption campaign, and writing work plans, summary reports and related documents of the Party committee.
2. Responsible for leading research on Lujiazui's development strategies and planning, organizing research on various subjects, drafting related documents and newsletters, and preparing meeting materials.
3. Responsible for organizing the meetings, handling confidential work, and supervising the document circulation including sending and receiving.
4. Help local organizations with Party building.
5. Responsible for the bureau's Party building and daily affairs of the trade union.
Job requirements:
1. Education background: bachelor degree (full-time) or above
2. Expertise:
Strategic planning and research skills;
Competence in writing documents, articles, and other materials;
Familiar with government document circulation, administrative integrated management, publicity affairs, Party building, and discipline inspection and supervision work.
3. Work experience: no less than10 years of experience in related fields (including four years of management experience).
(5) Job Title:Deputy Director of Economic Development Department (Headquarters service department)
Responsibilities:
1. Responsible for regional economic development and investment promotion, seeking potential partners, attracting leading companies, like central enterprises, regional headquarters of multi-national enterprises, large domestic enterprises, top private enterprises, etc.
2. Responsible for bringing in and serving the major projects, organizations as well as well-known industry organizations, coordinating with government departments, helping local companies with tax, business expansion, fundraising, M&A, and other issues.
3. Responsible for gathering and serving headquarters in Lujiazui and coordinating with relevant regulatory authorities to enhance local economy
4. Responsible for industrial analysis, helping with the optimization of local industries, carrying out industrial development policies, working out proper services for local companies, and guiding the investment attraction work.
5. Responsible for the maintenance and application of information system of local buildings, promoting the development of economy of buildings and platforms.
Job requirements:
1. Education background: bachelor degree (full-time) or above
2. Expertise:
Familiar with the country's macroeconomic policies, and city's or district's economic and industrial development policies;
Familiar with the development trend of large central enterprises, headquarters of multi-national enterprises, and headquarters of top domestic enterprises, and related industry status and movements;
Familiar with government approval process and enterprise support system;
Familiar with the business, tax, accounting, equity structure design and other related knowledge of enterprise management;
Excellent communication and social skills.
3. Work experience: no less than 10 years of experience in related fields (including four years of management experience).
(6) Job Title: Director of Department of Financial and Shipping Service (Innovation and Industry Development Department)
Responsibilities:
1. Responsible for bringing in and serving the financial markets like licensed financial institutions and stock exchanges and shipping institutions, serving Shanghai branches of the Central Bank, CBRC, CSRC and CIRC, facilitating the reform and development of financial service industry, and maintaining close relationship with the participants of financial markets.
2. Responsible for bringing in, cultivating and serving emerging finance institutions featuring t Internet finance, private equity fund, asset management, and wealth management.
3. Organize industrial analysis meetings, help with the optimization of local industries based on the analysis, work out proper services for local companies, and guide the investment attraction work.
4. Lead the construction of new financial information service platform, offer support for interchange of financial supervision information and public credit information, and help the financial regulators and local financial services departments strengthen the financial risk prevention system.
5. Help with the brand promotion and market expansion of Lujiazui, including support for forums, associations, chambers of commerce, as well as media release.
Job requirements:
1. Education background: bachelor degree (full-time) or above
2. Expertise:
Basic knowledge of finance;
Familiar with development trend of the financial industry (Banking, securities, insurance, funds, shipping, leasing), and innovation industries (Internet finance, private equity, professional services, high-tech and other industries);
Familiar with the country's macroeconomic policies, and city's or district's economic and industrial development policies;
Familiar with the regional strengths, industrial foundation, resources and market space, etc.

(7) Job Title: Deputy Director for Financial Affairs
Responsibilities:
1. Responsible for seeking potential partners in financial markets, such as licensed financial institutions and stock exchanges as well as the shipping agencies according to investment attraction strategies and plans, and leading the team to complete the whole process of negotiation and company moving in.
2. Responsible for serving the key enterprises that move in Lujiazui, including helping the enterprises communicate with local government departments, regulatory agencies, and industry organizations in tax, business expansion, fundraising , mergers and acquisitions and other business issues, in order to ensure the enterprises develop smoothly in Lujiazui.
3. Responsible for setting up an enterprises information database of financial industry and innovation industry, which contains the information of existing clients, new clients, relocated clients and exiting clients, and promoting the collection, analysis and summary of local enterprises data.
4. Help with the brand promotion and market expansion of Lujiazui, including support for forums, associations, chambers of commerce, as well as media release.
