5.Continued to improve government services

Made progress in social programs

Jiading promoted the high-quality, well-balanced, and integrated development of compulsory education, with five new schools and 10 public-interest child care service centers being built last year.

The district also promoted the integration of culture and tourism and hosted 9,500 public cultural activities in 2020, attracting 847,000 people.

Improved people's well-being 

Jiading rolled out various measures to safeguard enterprises and ensure employment, and allocated more than 4.81 million yuan in one-time employment subsidies to 74 enterprises. Favorable policies were implemented to encourage entrepreneurship.

The elderly care service system was improved and smart elderly care service platforms were promoted.

Jiading continued to improve the social security system covering the entire population.

Optimized the business environment

Jiading implemented a new reform scheme on improving its business environment, allowing public services from different government departments to be declared and managed at the same location. Sixty-nine reform measures on separating permits from business licenses were launched last year.

Continued to improve administrative efficiency

Jiading has been promoting a law-based government, keeping the public informed of government affairs, improving the management of basic public services, and deepening the reform of State-owned assets and enterprises. With a focus on difficult and complex civil affairs, Jiading managed 86 cases proposed by deputies to the district's People's Congress and 178 cases proposed by deputies to the People's Political Consultative Conference in 2020, earning a public approval rate of 96.2 percent.
