The province has been sharpening competitiveness in innovation and improving the environment for science and technology development so that innovation plays a bigger role in upgrading the province's industrial structure.

It has built a group of industrial parks and pilot demonstration areas ranging from State-level to provincial level in recent years. They serve as platforms for the development of high-tech industries in the province. It is also carrying out a high-end overseas talent recruitment program to attract more R&D personnel. There are 17 academicians from the Chinese Academy of Sciences and Chinese Academy of Engineering.

In addition, Gansu provides a package of preferential policies and measures to encourage innovation, as well as application and popularization, of scientific and technological achievements.

In 2011, technology contracts turnover saw annual growth of more than 15 percent on average, with patent applications growing to 5,287 from 1,608. In the same year, the output value of the province's high-tech industry reached 12.14 billion yuan, giving full play to its supportive role in leading economic and social development in terms of technology.

In 2012, technology contracts worth a total of 7.31 billion yuan were signed, marking a peak with a year-on-year increase of 38.8 percent.
