Fujian’s public security authority has issued a set of regulations on traffic management for Taiwan vehicles that enter Fujian, according to ptnet.cn.
Seven sedan cars from Taiwan arrived at a ferry terminal in Pingtan, Fujian province at noon on May 19, marking the normalization of Taiwan vehicles in Fujian. The cars were given the green light in Pingtan after no more than 30 minutes’ quarantine and inspection. The cars come to Pingtan for business and will return to Taiwan in three days. The policies came three months after the first Taiwan vehicles travelled by ship to Pingtan, an island city in eastern Fujian, on May 19.
The 10-point polices are aimed at further easing restrictions for Taiwan vehicles and to promote cross-Straits communications.
The regulations are as follows:
The power of issuing temporary driving licenses and car plates will be delegated to traffic management authorities at county-levels.
Taiwan residents will be able to apply for temporary driving licenses in Fujian for more purposes including economic and trade activities, tourism and competitions.
The driving area open to Taiwan vehicles will be expanded to all administrative regions in Fujian province.
All motor vehicle administrations in Fujian and ports in Pingtan and Xiamen will create green channels to smooth the transition for Taiwan vehicles entering Fujian.
Taiwan drivers are allowed to re-apply for temporary car plates and driving licenses if old ones expire during their stay in Fujian.
The re-application can be done in any part in Fujian through more ways, including Internet and telephone. Taiwan drivers can also make on-site appointments
If a second application for a temporary driving license in Fujian happens within less than a year after the first application, the Taiwan driver will be exempt from a second training session of traffic rules.
Besides driving their own vehicles and renting mainland vehicles, Taiwan drivers in Fujian may also operate other people’s Taiwan-registered vehicles.
The approval period of temporary driving licenses and car plates will be shortened from three working days to one. If an applicant and his vehicle meet all requirements he will be issued those documents immediately.
Sedans with non-business purposes and other small vehicles with valid safety inspections are exempt from the annual car examination for up to six years.
