According to Chen Rongfa, Party secretary of Jinjiang, the city has adhered to a people-oriented concept in its urban renovation. “The city can be built with more emotional appeal; we try to add personality and avoid monotony in the urbanization process.”

Public services and infrastructure construction have been accelerated in Jinjiang so as to build a better city, Chen said, adding that currently the urbanization rate in Jinjiang has reached 62.5 percent.

Within three years, Jinjiang has invested 7.7 billion yuan ($1.3 billion) to build public utilities, including 67 city municipal traffic projects and 41 main city roads.

Chen further explained that the city has designed a “152030” transport circle, which means that one can reach a highway within 15 minutes in any place of the city, and it will only take 20 minutes for one to reach the central city area from either towns or streets in the city.

“Different streets in the city are connected and can be reached within half an hour,” he said.

Jinjiang also pays attention to ecology development in its urbanization. It organized an ecological environment protection leading group and has issued several programs and plans to build an eco-city.

Within three years, Jinjiang has built or extended 20 parks, covering an area of over 6,300 mu (420 hectares). The green coverage rate in the city is about 43 percent now and has increased by 1 percentage point each year. Jinjiang has been honored as a national garden city and provincial forest city.
