Abstract: The focus of social governance rests on communities. Questionnaires collected from 854 communities in 12 provinces,autonomous regions and municipalities in China show that both the community Party members’ committee and residents’ committee (known as two committees in the community) have sound structures and many committee members hold posts in both committees whereas there is a shortage of community workers, and their professional ability and treatment need to be enhanced. Though organizations at the grass-roots level pay attention to professional social work, limited capital and heavy burden affect the final outcomes. The coverage rate of community property management is low and the owners’ committee lacks experience in terms of management. In face of the swift development of social organizations in communities, related organizations in charge of elderly-care and children-care services and professional social work need to be further improved to meet people’s demand. Great efforts have been put in informatization building, but there are weak points and data collection and platform maintenance have increased the burden of communities to some extent. In a bid to create a governance community, we need to push ahead the coordination of the two committees, social organizations and regular social work and advance the coordination of the two committees, the owners’ committee and the property management company, thus creating inclusive, service-oriented and smart communities.
