Abstract: Despite a small area and resource shortages, Holland rapidly surged into the top maritime overlord and became the financial center of Europe, this was mainly due tothe crucial impetus resulting from human capital factor. The role of human capital was reflected as follows: educational development was valued to enhance labor quality, a large amount of external labor force and funds was attracted under the relaxed and free policies, and the cultivation of innovative talents and technological innovation had spurred economic growth. The political system of federalism, a relaxed and free institutional environment and the Dutch spirit of commercial integrity, frugality and daring will all served to optimize the value of human capital. In view of the development of Holland, China should base itself on the national economic and social development strategies as well as the characters of human capital evolvement and take into account human capital demand in different economic development stages to enhance human capital quality. Currently, it is more necessary to promote the strategy of building a strong manufacturing country through enhancing human capital.
