Monetary policy in 2003-2004: performance, problems, and suggestions

Abstract:   

In 2003 China's financial sector experienced a relatively smooth year, with significant success in it's restructuring but some problems remained. In 2004, the Central Bank should focus on the balanced development between consumption and investment in connection with the adjustment in the fiscal policy and based on the macro economic conditions. Increment of the broad money (M2) should be restricted at 17~19%, that for loans should be no more than 21%. In addition, with an accelerating reform of the financial system, a savings insurance system should be set up to shield the financial risks.
