The applications of setting up foreign-capital enterprise shall not be approved include: (1) damaging the sovereignty of China or social public interests; (2) endangering China's national security; (3) violating Chinese laws and regulations; (4) not conforming to the requirement of the development of Chinese national economy; (5) causing environmental pollution possibly.
