Zeng, who is in Hong Kong for a three-day visit, made the remarks while addressing about 400 guests at a banquet reception hosted by the SAR government.
This was the first time that a State leader had met with all Hong Kong Legislative Council members, including those from the "pan-democratic" camp.
"In seeking common ground while reserving differences and being generous for the common good, we aim to advance prosperity through harmony, stability and amity by adhering to the 'One Country, Two Systems' principle and the Basic Law, under the banner of loving the motherland and Hong Kong," Zeng told the audience.
He emphasized: "All strata, all circles and all political groups in Hong Kong should put Hong Kong's overall interests first and jointly contribute to building a prosperous and harmonious Hong Kong."
