"This can only be accomplished if reforms take place in the intergovernmental fiscal system to enable local governments to provide public services to newly urbanized migrants. The government is taking some steps in this regard. In 2016 it plans to boost the sources of local government revenues by handing over to local governments suitable taxes. But much more is needed on this front."

Urbanization

"Innovative, non-zero-sum thinking can bring rewards not only in terms of growing the economies of both China and the countries with which it does business, but also in producing game-changing inventions which will positively benefit the environment across the Eurasian landmass and Africa."

Innovation

"Based on the available information, China appears to be continuing its shift toward a new model of economic development, with a greater emphasis on sustainability, efficiency, and climate action. One important indicator is the inclusion of an 18 percent carbon intensity reduction target in the 13th Five-Year Plan that would take China beyond its 2009 goal. This target, along with goals to limit coal production and cap energy consumption, can help the country achieve its goal of peaking carbon emissions around 2030, or sooner."

"KPMG welcomes Saturday’s announcement by China's Premier Li Keqiang to the National People's Congress to replace the existing Business Tax (BT) system with a modern Value Added Tax (VAT) system. This is a significant and positive development as China will have one of the most progressive VAT systems in the world."

"There aren't empty contents or slogan types of things in the report. This is a report that neither gives the public too high an expectation nor disappointment. It tells the public that Chinese economy is facing difficulties as a result of structural reforms, and also it elaborates on China's strength, such as the potential to be unleashed through urbanization, the development of the service sector, the employment policy and the innovation plan."

Development strategy

"According to the premier's report, Hong Kong still plays a key role in the China's cooperations with other countries. I feel that Hong Kong does have its strength to serve as China's super connector, the best test field and the toughest firewall."

"The GDP growth target in 2016 is set as a range of value, 6.5-7 percent, rather than a simple figure, implying that the lowest expected growth will be 6.5 percent and the highest possible growth 7 percent. The purpose for setting such a range of targets is two-fold: it is ambitious that growth should not be lower than 6.5 percent; it also gives a scope for flexibility."

GDP growth

"Demand-side theory is market demand oriented. It's about meeting the market's needs. The supply-side, according to my understanding, is that you need to create demand, like what Apple Inc does, and you need that technology and ability. At these changing times, all entrepreneurs should integrate resources in different fields and continue to create."

Supply-side reform

"(The government report) has a sentence about 'Made in China+Internet', which means manufacturing sector is very important. If we don't have it as the base, everything based on it will be unstable. But if manufacturing is connected with Internet, it will be like a tiger with wings. When Gree's sales reached 80 billion yuan, we had about 100,000 workers. But when we made it to 140 billion yuan, we had less than 80,000. This change in numbers also indicates the change of the times."

Made in China

"In the past year, innovation and entrepreneurship have been very popular in China, and I think there is a wave for the public to participate in the innovation and entrepreneurship. Premier Li Keqiang said that China has more than 900 million labor force and more than 100 million have received higher education and have professional skills. If these 1 billion people would all take part in innovation and entrepreneurship, then we could conquer any difficulty."
