What should a country do if 900,000 babies are born every year with defects? This is a problem China is facing now.
"Let the mothers carrying the baby decide whether to go ahead with the pregnancy or not," said Lei Dongzhu, a doctor from Chenzhou No1 People's Hospital in Central China's Hunan province and a deputy to this year's NPC.
The precondition of making such a decision is that "we should tell a mother the precise condition of her embryo" by popularizing the usage of technical diagnosis with the support of the national finance.
