Fu Ying, spokeswoman for the third session of the 12th National People's Congress (NPC), said Wednesday that China aims to fully implement law-based taxation by 2020. Law-based taxation means that the types of taxes collected, to whom taxes are paid and the rates of tax will all be decided by laws enacted by the top legislature.

Law-based taxation is an integral part of the rule of law. The composition and duty of the NPC members shall make changes in order to fully promote the rule of law.

This is something we should feel happy about for now there is at least a timetable for the implementation of law-based taxation.

The time is gradually becoming ripe to implement law-based taxation after the third and fourth plenary sessions of the 18th Party Central Committee both made it clear to implement the principle.

Why do we have to wait until 2020? I hope law-based taxation can be implemented as soon as possible.

Things like promoting law-based taxation are what the NPC should pay more attention to. I hope there will be more proposals concerning common's people's interests by NPC deputies.
