Students graduating high school without a Beijing Hukou (residential permit) could be able to take the college entrance examination in the city in future, under a feasibility plan being considered by the Ministry of Education.
Right now, students from rural communities who come to live and study in Beijing need to travel back to where they came to take the college entrance examination as local high school graduates.
It is asking all provinces, including Beijing, to come up with a timetable of making it possible for students without a Beijing permit to take the college examination, and enroll at universities if they pass the enrollment standards.
Du Yubo, deputy minister of education said: “The plan should solve this problem for these students, and shouldn't affect those who have Beijing residential permits.”
