The first session of Pinggu’s 5th People’s Congress was held on December 27 in Beijing. Liu Jun, director of the District’s People's Congress, presided over the opening ceremony.
The total of 208 representatives included NPC deputies and delegates of district’s people's political consultative conferences, district governments, towns and communities.
Wang Minghao, acting mayor of Pinggu District, addressed the annual report and said, “With the support of the public and under the leadership of the central and local governments, we progressed well in 2016. GDP reached 21.09 billion yuan ($3.03 billion), an increase of 10.3 percent. Public budget revenues saved 28 billion yuan ($402.6 million) an increase of 9.1 percent. And tax revenue was up by 10.3 percent to 82 billion yuan ($1.18 billion). Social fixed assets were invested with 16.1 billion yuan and PCCDI broke through 30,000 yuan ($4,313).”
Wang then reported the plans for the next five years, especially the coming year. He said that the development of ecological civilization will be a priority. Quality of leisure travel is intended to be largely improved in terms of bed & breakfast chains, the Internet and access to beautiful countryside.
As an important ingredient of the plans’ development, the government intends to start with water management. Drinking water, regenerated water, surface-water and subsurface water will be managed as a unity. In addition, a river treatment program will also be added.
Specifically, measures like publicizing the PPP model, setting up a water-source committee and a river supervisory system are going to be put into practice.
Treatment of air pollution and protection of farmland and the environment, through, for example, the non-coal project, returning farmland to forests and building sightseeing roads, is also proposed.
After making basic preparations for the development of ecological civilization, matters substantively move on.
“We intend to complete more than 50% of the shanty areas rebuilding projects in five years to beautify the countryside in towns like Mafang, Jinhaihu, Xiagezhuang, Yukou and Donggaocun,” Wang added.
In addition, a franchise of 100 bed & breakfasts is anticipated to open, Wi-Fi service will become available for every household and an estimated fifty Taobao pilot networks will be set up in 2017.
