Chaoyang dreams big to develop cultural creative industry

Beijing’s Chaoyang district recently released a plan on the construction of a national cultural and creative pilot zone during the 13th Five-Year Plan (2016-20) at its own "two sessions".

According to the plan, the pilot zone will be developed under the guidance of national strategies like the "Belt and Road" Initiative and the coordinated development of Beijing-Tianjin-Hebei region to support Beijing’s positioning as the national cultural center.

Reforms and innovations will be made in policy, marketing, financial services, professional spheres and development modes.

A system highlighting five high-end industries -- culture & media, digital content, creative designs, cultural trade, and leisure & entertainment -- will be launched to build a cutting-edge structure and create new businesses.

The plan says the zone will roll out action plans for a public service platform, a digital experimental zone, a credit appraisal system, a high-end think tank, a branding campaign for "Cultural Dingfuzhuang", a training program of high-end professionals, coordinated development of well known domestic and foreign cultural industry parks, and the "Hummingbird Plan to support the upgrading of cultural industrial innovation pilot areas and cultivate leading and marketing enterprises.

By 2020, cultural industries in the pilot zone with more than 20 million yuan will attain income of 300 billion yuan ($43.47 billion) with an average annual growth rate of eight percent, and the core area of the pilot zone will be completed. By 2017, the zone will have fostered and brought in a group of leading cultural and creative firms to improve its recognition, the plan stated.

By the end of September 31,235 cultural enterprises had registered at the pilot zone, including 3,567 which registered during the Jan-Sept period. Of the total registered, 260 had capital of over 50 million yuan, and 86 companies had more than 100 million yuan. The current total registered capital is 23.58 billion yuan. The 2016 income of cultural industries with more than 20 million yuan in the pilot zone will reach 200 billion yuan.
