Enterprises in Beijing are being encouraged to move their headquarters outside the capital’s six central urban areas to the suburbs of Beijing, said Du Lei, director of the Economy Department of Beijing Municipal Commission of Commerce on May 19.
According to a policy revision in March, the high value-added sections of the industrial chains, including R&D, settlement accounting, operations and management will be preserved in Beijing, while other manufacturing and centralized district logistics are to be transferred to the suburbs. The policy will be released during the upcoming fourth China Beijing International Fair for Trade in Services (CIFTIS) which will open on May 28.
There are 52 Fortune Global 500 companies with their headquarters in Beijing, according to the Beijing Headquarters Enterprises Association. A total of 4,007 company headquarters are located in Beijing, less than 1 percent of Beijing’s total company base. The group, however, contributes 73.4 percent of the assets, and 66.8 percent of the business income of the city.
The China Intelligent Services Summit & 2016 Software and Information Services Corporation Symposium will be held on May 30. It will provide an exchange platform for companies on express delivery, communication, commercial circulation, finance, and catering and information services.
The outsourcing services volume of Beijing last year reached $4.5 billion, ten times that of the year 2006. By the end of 2015, 15 local key service outsourcing enterprises had set up 125 branches nationwide.
According to Li Jin, secretary general of the Beijing Association of Sourcing Services, with the speeding up of a national layout of outsourcing services, the lower end businesses will move out of Beijing gradually through optimal distribution of resources, so fewer employees will be hired in the city.
