Beijing's environmental watchdog issued its highest-level air pollution alert for the first time on Monday with the capital facing a second wave of smog this winter.
The unprecedented red alert will be effective from 7 am on Tuesday until 12 noon on Thursday, according to Beijing Emergency Management.
There are many questions facing the first and highest alert since 2013 when Beijing adopted an emergency response program for air pollution.
Why did local authorities issue a red alert instead of an orange one?
The question is raised as there was only an orange alert for the severe smog with an AQI reading exceeding 500 at the beginning of December, while this time a red alert was issued with an AQI of more than 200.
According to the Beijing Municipal Severe Air Pollution Emergency Plan which took effect in March, the municipal government can issue a red alert when severe air pollution is forecast to extend for more than three days, the orange alert for three days, the yellow alert for two days and the blue alert for one day.
Some places in North China have experienced regional air pollution recently, and Beijing's air quality has remained heavily polluted due to windless and warm weather, according to Beijing Emergency Management Office.
The heavy air pollution in Beijing is expected to last more than three days so the red alert was issued, according to Zhang Dawei, director of Beijing Municipal Environment Monitoring Center.
What measures will be taken during a red alert?
Mandatory emergency measures and recommended emergency measures will be included in measures for the alert.
Mandatory emergency measures:
1. Vehicles excluding electric cars are only allowed on the roads based on odd or even license plate numbers, and the government will cut its use of vehicles by 30 percent, subway and bus services will extend operating hours and residents are encouraged to use the services.
2. Heavy goods vehicles, such as concrete transfer ones, are barred from the roads.
3. Activities at all construction sites are banned.
4. Roads will be cleaned at least once daily to reduce traffic dust pollution.
5. Fireworks and outdoor barbecues are banned.
Recommended emergency measures:
1. Schools and kindergartens will be closed. Enterprises are encouraged to adopt flexible working schedules for staff members.
2. Large-scale outdoor activities are banned in principle.
These measures cannot totally eliminate pollution, but they can effectively reduce the spike in pollution, according to environmental protection organs in Beijing.

How best to cope with smog in Beijing?

Who defied the emergency measures?
A team of relevant authorities in Beijing inspected the implementation of emergency measures in the municipality.
The team found 438 companies with stationary pollution sources, 14 illegal environmental activities, 24 vehicles with excessive discharges, nine outdoor barbecues and 12 open-air fires.
How can commuters be helped when cars are restricted?
To aid commuters, 21,000 to 25,000 more buses will be laid on each day with more than 150 buses as back up to relieve the burden, according to Beijing Municipal Commission of Transport.
How will students study when schools and kindergartens are closed?
Teachers should keep in touch with students and their parents through the Internet and other communication tools, and guide students to study by themselves, according to the Beijing Municipal Commission of Education.
