Main duties of Beijing Municipal Administration of Quality and Technology Supervision:
To implement policies of national quality and technology supervision, draft local laws, implement a national quality promotion framework.
To be responsible for Beijing's quality management through system construction of product quality, implement a quality supervision system of major engineering equipments with relevant departments, the organization of major quality accident investigations, implement a recall system of defective products and unsafe food, along with the supervision of anti-counterfeiting work.
To be responsible for quality and safety supervision of production process of food and food related products and production license management of industrial products and food and food-related products through enhancement of inspections of product quality safety, organization of special rectification of product quality safety, prosecution of quality violations, combat illegal counterfeiting activities, and the supervision and management of arbitration inspections, verification of product quality safety.
Be responsible for management of local standardization plans, as well as agency codes and barcodes.
Manage Beijing's national measurement system, along with value transfer, traceability and comparison, to supervise product quantity and market measurements.
Be responsible for special equipment safety supervision by organizing special equipment accident investigation work according to required permissions and by supervising energy efficiency standards of high-energy special equipment.
Be responsible for management qualifications of Beijing's quality and technology supervision and inspection agencies by developing scientific and technological outline of quality and technology supervision, take responsibility of technological standards of quality and technology supervision, construct inspection technological service system, advance reforms and developments of inspection technological agencies, implement supervision and management of certification activities.
To undertake other matters assigned by the municipal government.
Other duties:
Beijing Municipal Administration of Quality and Technology Supervision is responsible for vertical management of the system of Beijing Municipal Administration Quality and Technology Supervision.
Beijing Municipal Administration of Quality and Technology Supervision is responsible for management of North China National Centre of Metrology.
Beijing Municipal Administration of Quality and Technology Supervision is responsible for supervision of Beijing's food production process licensing. Beijing Municipal Bureau of Health is responsible for hygienic practices and conditions of food production process, which is included into food production process licensing. The health license of food production process will not be issued.
Preparation matters of the units, agencies and institutions affiliated with the Beijing Municipal Administration of Quality and Technology Supervision will be regulated.
