Beijing Municipal Bureau of Press and Publication (Municipal Copyright Bureau) is under the city government responsible for managements of the city's news publication activities and copyrights. For copyright management, it carries out authority exclusively in the name of the Beijing Municipal Copyright Bureau.

(1) To draft local decrees for management of news publications, and copyrights in the city; To develop the city's news publications and copyrights; To implement measures relating to the city's news publications and copyrights.

(2) To be responsible for qualification checking and approval formalities of newly established publication units (including publication entities, newspaper offices, periodical offices), for books, audio and video products and electronic publications) in the Beijing area (including central government organs, and army units); To be responsible for approving newly established printing enterprises and publishing entities (including books, newspapers, periodicals, audio and video products and electronic publications) in Beijing, and submit for approval of foreign invested enterprises; To be responsible for collected management of copyrights and approval formalities for foreign related enterprises in Beijing; To be responsible for registrations, annual inspections of units in publication, printing, copying and publishing in Beijing and filing of electronic publication units.

(3) To manage activities of news publications (including publications, printing and copying, publishing); To work out market management regulations for books, newspapers, periodicals, audio and video and electronic publications; To investigate outlets that violate laws on publications.

(4) To organize reading of publications issued by the city's publication units and those that have already entered the market; To carry out state policies on "anti-pornography" and "to outlaw illegal publications," to coordinate publication markets in Beijing for their work in "anti-pornography" and "to strike down illegal publications".

(5) To supervise the printing industry in Beijing.

(6) To be responsible for managing audio and video publication activities, audio and video markets.

(7) To be responsible for handling international interchanges and co-operations of news publications and copyrights in Beijing; Coordinate imports and exports of books, newspapers and electronic publications.

(8) To be responsible for management of copyrights in the arts and literature and science works; Mediate disputes over copyrights. To check on rights’ violations in Beijing.

(9) To be responsible for development plans for technology development in the news publication industry in Beijing.

(10) To organize publication and printing of textbooks for primary and middle schools.

(11) To be responsible for publishing ancient books.

(12) Implement team construction, talents cultivation of news publications and copyrights management; Take responsibility for educational training of staff.

(13) To manage related work of state-owned bookstores and its subsidiaries.

(14) To conduct other work items entrusted by the municipal government.
