The medical examiner's office said on Thursday that both victims were women. It said it is withholding their names at the families' request.

One of the victims was identified from remains using newer DNA technology developed in 2006. The other was identified from fragments that were discovered in a renewed search for remains in and around ground zero that began three years ago.

The city said a total of 25 victims have been identified with the newer technology.

More than 1,100 of New York's 2,750 victims have not been identified because many of the more than 21,000 remains found were too badly compromised by heat and time.

The city is continuing to retest thousands of remains.
