CHOLPON-ATA, Kyrgyzstan: A top Kyrgyz military official says talks will be held about establishing a second Russian military base in the country.

National Security Council chief Adakhan Madumarov says the talks will take place Saturday.

Leaders of the Russia-dominated Collective Treaty Security Organization are gathering for a summit in Kyrgyzstan that will consider forming a joint rapid-reaction force. A Kremlin adviser said this week that the proposed Russian base would be used for that force.

The security organization also includes Armenia, Kazakhstan, Belarus, Tajikistan and Uzbekistan.
