Beijing is 30 years behind New York, London and Tokyo in development, a report by Beijing Academy of Social Sciences said.

The report measured the development of major world cities using a combination of economical, culture, and social indicators.

Beijing is still rising as a global metropolis as its economy develops at a fast pace and the city is in good position to become China’s center of service industry, advanced manufacturing and high technology research, according to the report.

The report also predicts the average GDP in Beijing will increase from $10,000 in 2009 to $100,000 in 2049. In 2050, Beijing is expected to become a new member of the world's first-tier cities.

The report found Beijing lags behind cities like New York in terms of the public participation with social management.
