Pay well to get good teachers

It is very important to have qualified teachers to teach English in schools. But where will you find so many qualified teachers? How can you attract such a large number of good teachers with the current salary levels?
The reason why there are so many unqualified and semi-qualified foreign English language teachers is because schools want to hire teachers for the cheapest possible salaries. That's why, if the new rules are enforced, many schools could be forced to shut down.
