Can China lead in education?

How can China become a world leader in education? To begin with, the Chinese people have to change their mindset and stop believing that the Western education is superior to Chinese education.
This is important, because education is not about one country's system being superior to that of another. It is more about looking at what is working best and what is not. Going by the observations and judging by the results, we should do more of what is good and less of what isn't working well.
Besides, an education system that is effective in the West may not necessarily be successful in China. Therefore, as a Westerner living in China, I don't think anyone can "fix" whatever is perceived to be wrong with the education system here.
