SHIJIAZHUANG - A senior Communist Party of China (CPC) official has called for effective efforts to uproot sources that may lead to instability in society, in order to create a good environment for the upcoming 18th CPC National Congress.

Wang Lequan, deputy secretary of the Political and Legal Affairs Commission of the CPC Central Committee, made the remarks during his four-day inspection tour of North China's Hebei province, which ended on Thursday.

He urged national law enforcers to analyze the underlying reasons for disturbances to stability and to take effective measures to prevent and solve possible disputes.

Leading officials should personally take part in receiving public petitions to ensure that the appeals be resolved in a timely manner, Wang said.

Efforts should be made to answer people's demands that have the most direct impacts on their interests and ensure that everyone shares equally in the fruits of reform, according to the deputy secretary.

Moreover, Wang called for efforts to secure balanced development.

During his inspection, he also stressed innovation in social management and improvement of social services at grass-roots levels.

Furthermore, Wang requested a step-up in security measures and the building of a comprehensive risk prevention network to safeguard national security and social stability.

He called for greater efforts to deal with security problems, intensified patrolling and strengthened safety inspections relating to transportation, fire prevention, food and drugs, dangerous chemicals and mining, in order to prevent serious accidents in these fields and protect the public's security and property.

The departments involved should be prepared for emergencies, and a well-informed, smooth and effective working system to tackle such situations should also be established, Wang said.
