The 80 motorists whose cars were submerged in the Beijing section of the Beijing-Hongkong-Macao Expressway on July 21 have been offered 2,000 yuan ($314) as compensation.

The Beijing Capital Highway Development Group Ltd on Tuesday suggested the stipend in addition to paying for the vehicles’ repairs.

Not all car owners have agreed to the deal, according to a report in the Beijing Times.

The toll stations of the company on the expressway continued to operate and levy charges during Beijing’s heaviest rainfall in 61 years.

The company issued a payment plan for each driver after the drivers made compensation claims.

For vehicles that will get insurance compensation, the highway company will pay the deductible and make up the difference between the repair cost and the amount the insurance company paid for.

For those motorists without insurance, the highway company will provide compensation based on vehicle depreciation of 0.6 percent a month.

Drivers of the submerged vehicles have said that when the flood-alert level goes up to orange, the company should be responsible for vehicle damage sustained if the highway remains open.
