What the government is trying to achieve during the 12th Five-Year Plan (2011-15):
Make sure the country's nursing homes can meet the needs of 3 percent of the elderly population by adding 3.4 million beds in nursing homes
All communities in urban areas and 50 percent of communities in rural areas should be equipped with elderly-friendly facilities and provide senior services
At least 50 percent of revenue generated from lottery sales for civil affairs authorities should be spent in developing senior services
