More than 200 members of a transportation management team who were assigned to work on a 110-kilometer stretch of roads in Shangqiu, Henan province, arbitrarily fined passing drivers, making the fines a main source of their incomes, CCTV reported.

Total monthly fines for one local transport company with 40 trucks added up to 200,000 yuan ($32,820), it said.
