Wong Ying-wai
is the chairman and CEO of Hsin Chong Construction Group Ltd, a Hong Kong-listed company that has been a full-fledged provider of construction, property and related services since 1939. Wong was a member of The Basic Law Consultative Committee (1985-1990) of the Central People's Government. He was subsequently appointed by the National People's Congress of the People's Republic of China as a member of the Preliminary Working Committee for the Hong Kong Special Administrative Region Preparatory Committee in 1993 and a member of the HKSAR Preparatory Committee in 1995. Both bodies were responsible for the transitional policies and arrangements relating to the establishment of the Hong Kong Special Administrative Region's government in 1997. Wong was a deputy to the NPC from 1997 to 2013.
Wong's public service continues through his participation in a number of councils and committees in Hong Kong. He is currently the chairman of the Hong Kong Arts Development Council; chairman of the Standing Commission on Civil Service Salaries and Conditions of Service; the chairman of the Hong Kong International Film Festival Society Ltd; chairman of the Hong Kong Baptist University Foundation; chairman of the Pacific Basin Economic Council; and chairman of the Hong Kong Institute for Public Administration.
For his distinguished public service, Wong was awarded the Silver Bauhinia Star by Hong Kong's government in 2007. He was educated at Harvard University (MPA), University of Oxford, University of Hong Kong (BSoc.Sc.) and Chinese University of Hong Kong.
