A government work plan on the construction of the chain chief system was recently released by Liangjiang New Area in Southwest China's Chongqing municipality.
Designed to promote the intensive use of land, the efficient settlement of industrial projects, and the industrial clustering effect, the chain chief system clarifies the need to elect a chain chief and a chain host for a specific industrial chain.
The work plan suggested that the chain chief will be elected from government officials, who will then be supported by several deputy chiefs. The chief will take charge of the overall work of the industrial chain. The plan also defines the chain host, which is usually a president or general manager of a leading enterprise in the industrial chain. The chain host is responsible for helping the chain chief coordinate work involved in key industrial policymaking and major industrial programs.
The chain chief system enables several outstanding government leaders and industrial pioneers to better allocate the existing resources of an industrial chain, learn about the needs of the industry, enterprises, and programs, and provide full-life-cycle services with high efficiency.
The plan will also help Liangjiang establish its "10+1" industrial functional areas – six manufacturing areas for automobiles, electronic information, high-end equipment, bio-medicine, aerospace and aviation and new materials, and four modern service areas for modern finance and international consumption, foreign trade logistics, exhibitions and cultural innovation, and the digital economy – and one coordinating innovation area.
The automobile area will aim to make its auto products more electric, internet-based, and intelligent, take steps to break through bottlenecks, such as in auto chips and core automotive control software, and become a national-level internet of vehicles pioneer zone and international auto core spare parts manufacturing base.
The electronic information area will be based in Shuitu New City, in which a semi-conductor industrial park will be constructed, and a slew of strategic emerging businesses will flourish, including integrated circuits, novel displays, and ultra-high-definition videos.
The coordinating innovation area will build an all-element, all-chain innovative ecosystem that will offer intellectual support to the 10 industrial areas. It is estimated that by 2035, the area will successfully incubate 500 technology corporations, promote 5,000 technology transfer programs, and boost the industrial chain output value of 300 billion yuan ($45 billion).
Liangjiang will offer 86 square kilometers of land for the construction of manufacturing areas and 30.9 sq km for modern service areas.
