As has been widely publicized by the central government, high-quality development and high living standards will be the goals that Liangjiang New Area continues to strive for during the 14th Five Year Plan period (2021-25). The area is now seeking localized approaches to achieve those goals.
More details can be seen in the proposals on promoting high-quality development made in November 2020 by the CPC Chongqing Municipal Committee and the municipal government.
Scientific and technological innovations are the first priority
Government bodies in Liangjiang New Area have coordinated efforts in the areas of talents, life and ecology, and have been looking for open, international and high-end R&D institutions from emerging economies.
Thanks to those efforts, more than 30 top-class universities and academic institutions have been introduced to the area, and hundreds of smart application scenarios have been created in Lijia smart park. The digital economy industrial park in Liangjiang has so far attracted about 5,600 enterprises.
Major programs for the first quarter of 2021 in Liangjiang have been under construction since March 2. One of them, the "Geek Community" program, aims to promote innovation and smartness, collecting future city scenes of people working, living, entertaining and socializing.

As two pillar industries of Liangjiang New Area, the auto and electronic manufacturing sectors are heading for global value chains, with enterprises including Changan Ford and Saic-iveco Hongyan currently in the middle of industrial transformation and beginning to deliver obvious results.
A total of 11 auto–related public service platforms have been established in the new area. Liangjiang has also been actively engaging in creating global or national standards for automobiles and their components.
The year 2023 will witness the full coverage of the "internet of vehicles" within the new area if the relevant infrastructure is in place by the end of 2021. Liangjiang will then be a new hub for NEV and the smart auto industry at the national level.
Emerging sectors, such as high-end facilities and bio-pharmacy, continue to prosper, and the modern service sector is concentrating on the efficiency and quality improvement of its business.
Liangjiang is expected to be a leading inland-opening zone
Being a keen participant and contributor to the "Belt and Road" Initiative and the "Yangtze River Economic Belt", Liangjiang New Area is considered an inland-opening zone that welcomes foreign trade.
This is best exemplified by Chongqing Guoyiuan Port, which is the only port-type logistic channel in West China. The harbor has reported 3.13 million metric tons of throughput for the first two months of 2021, an increase of 38.5 percent year-on-year.
Smart applications will make Chongqing "the city of intelligence"
The local government has maintained a synergy with the smart industry, smart manufacturing and intelligent applications. Renowned national software parks have been built. Three development zones, at Yufu, Shuitu and Longxing, have renewed their dedication to smart manufacturing.
Human-based values boost quality of life
The human-based concept that the government sticks to is an important reason for the progress that has been made in high-standard education, healthcare systems, culture, elderly care, business, sport and supporting equipment in recent years. Further integration of industries, city and sceneries will highlight Chongqing's role in creating a beautiful China.
