Sanmenxia,Yuncheng, Linfen and Weinan join hands to ensure security

The cities of Sanmenxia, Yuncheng, Linfen and Weinan within the golden triangle area consists of the neighboring parts of Shanxi, Shaanxi and Henan provinces on both sides of the Yellow River. They have joined hands to ensure a safe environment for regional development.

Upon approval of the Shanxi-Shaanxi-Henan Yellow River Golden Triangle Regional Cooperation Plan on March 31, the State Council urged the provincial governments of Shanxi, Shaanxi and Henan to attach great importance to cooperation and coordination in handling major development issues in the triangle area, and set up responsibility systems to ensure a harmonious environment for development.

A joint police service cooperation meeting was held in Shanxi's Yongji city on Aug 14. Heads of public security bureaus of Yuncheng, Linfen, Weinan and Sanmenxia, as well as officials in charge of intelligence, criminal investigation, drug control, Internet security, traffic and firefighting, attended the meeting. They discussed the establishment of a long-term policing cooperation mechanism to form interregional defense and ensure security.

The meeting was the first of its kind in China that involved inter-provincial policing cooperation. It sent a refreshing signal to people in the three provinces that the police force of the four cities will break boundaries and carry out multi-layered cooperation to deal with the complex social security situation across the four cities. The move will change the original situation where local public security fights alone passively. In fact, the four cities carried out policing cooperation long before the meeting.

In 2003, Sanmenxia signed police cooperations with Yuncheng and Weinan to share intelligence and coordinate actions. In 2008, Linfen joined the cooperation, enhancing interregional cooperation in police service. The emergency command center, criminal investigation, public security, traffic and other relevant departments of the four cities have all established cooperative relations. The joint efforts have helped rapidly solve a batch of cross-regional crimes over the years.

The Qin Gong No 6 tomb at Yongcheng was robbed in June 2011. Public security forces at Sanmenxia then worked with Shaanxi's police force and brought to justice six criminals who fled to Sanmenxia from Shaanxi.

Wang Lin and Wang Fei, two criminals, cased the location on Dec 3, 2012, and stole a pair of stone lions at Sanmenxia park, selling them for 270,000 yuan in Xi'an. They were captured in March 2013. With cooperation of the public security department at Weinan's Linwei district, Sanmenxia police recovered the stone lions on March 25.

In June 2013, Weinan's Huayin police received assistance from public security bureau criminal and technical investigation departments in Sanmenxia and Linbao while solving a grave trans-provincial drug crime. They hunted down 12 criminals.

Sanmenxia has been named a national model in comprehensive social management three times thanks to efforts by the local government and residents. It was the only one of four cities to receive the Chang'an Cup, a top honor for comprehensive social management nationwide.

Yang Zongyi, deputy director general of the Sanmenxia public security department, said that the four cities share similar folk customs and enjoy a close relationship. Police forces of the four cities have formed a high degree of consensus and friendship in long-term interregional cooperation. The implementation of the long-term mechanism will help develop standardized, informationized and interactive police cooperation, which will ensure a safe and stable environment in the three provinces.

“Shanxi's Yuncheng and Linfen, Shaanxi's Weinan, and Henan's Sanmenxia are closely connected geographically, share similar culture and enjoy active economic exchanges. The well-developed rail and road system has offered great convenience and possibilities for multilateral in-depth cooperation, and there's no end to security work for the regional development among the cities,” said Yang Shuping, Party secretary of Sanmenxia city, during an interview with CCTV.
