The first phase of the public infrastructure project of Lintong Industrial Park of the Xi'an International Trade and Logistics Park (ITL), will involve the construction of urban roads with a total length of 15 miles (24.14 kilometers) at a cost of 400 million yuan ($65.36 million), not including the cost of pipelines, road lamps, and greenbelts along the roads.
The planned urban roads include the south-north extension of East Qinhan Avenue, an auxiliary road of the Guojigang Overpass, as well as paths in the Lintong Industrial Park. The project also includes landscaping and greenbelts and other public infrastructure such as communications, water supply, electricity, natural gas, and heating facilities.
Upon successful completion, the project will involve a circular transportation system in Lintong Industrial Park, and the greening and pipe project in each road will offer the required conditions for business and living for the park's first group of tenant companies, which will help promote the development of the park.
In addition, the Xi'an ITL Park is expected to be developed into the largest commercial hub in Northwest China, accommodating as many as 500,000 people who will work and live at this location, and it is also expected to attract more businesspeople from the northwestern region and the whole of China.
Five-star hotels at the Xi'an ITL Park are set to feature world-class business and entertainment facilities, and the park aims to become a center for business, with the market prospects and advantages of the commerce and trade hub of Xi'an.
The park aims to raise the total investment of 400 million yuan, and ITL will provide water, electricity, heating and other auxiliary facilities required for the construction.
The project's first construction phase is scheduled to be completed in two years, and the expected average return of investment rate is about 20 percent, with a project payback period of about three to five years.
