Presidential Statement of China-ASEAN Industry Cooperation Conference in Kunming

The first China-ASEAN industry cooperation conference cosponsored by the China-ASEAN Business Council Chinese Secretariat and Kunming Municipal Government is convened on September 17, 2010 in Kunming. Representatives from business community and leaders of industry associations from China and ASEAN gathered together to discuss industry exchange and cooperation with the subject of industry cooperation for win-win result within the China-ASEAN Free Trade Area. The conference has lived up to popular expectation with the following consensus:

First, we shall integrate resources to seek complementation and promote strategic cooperation between industries from two sides.

China-ASEAN industry cooperation is of strategic significance to the development of China-ASEAN FTA which was officially launched on January 1st of this year. Since then, China and ASEAN have opened markets with each other which have raised an urgent need for industries of both sides to discuss further cooperation. The purpose of China-ASEAN industry cooperation is to integrate resource to seek complementation, to promote industry integration and expand trade and investment cooperation in order to improve productivity and international competitiveness of the FTA.

Second, the principle of China-ASEAN industry cooperation is to seek complementation, mutual benefit, coordination and innovative development.

To seek complementation is to enhance exchanges and cooperation and make full use of each other’s comparative edges. To seek mutual benefit means a reasonable allocation of internal resources with an aim of industrial upgrading and common growth. Coordination refers to being more aware of collaboration and improving mutual understanding to build more consensuses. Innovative development indicates the need to promote cooperation through a more open market and seek common development.

Third, government agencies, industry associations and corporate sector should make joint efforts to promote cooperation.

Government agencies in charge of industries should take industry cooperation as a priority in their work and help industry associations to play a positive role. Industry associations are crucial forces for promoting industry cooperation, but we should not limit our cooperation within industry association, but extend to communicate with government and corporate sector. The corporate sector is a major player for industry cooperation, so they should continue to improve their productivity and market access.

Fourth, enhance industry cooperation in an active, concrete and comprehensive manner.

Strengthen industry information communication and put it for better use. We should make timely exchanges and communication over the problems arising in the process of opening our markets.

Step up exchanges and cooperation in standard making. We should try to unify our standard for products and services and set up a complete standard system and reporting system.

Jointly study the China-ASEAN industry cooperation plan to provide an effective guidance for enterprises. Strengthen industry consultancy service and the capacity building of the small and medium-sized enterprises.

Fifth, set up and improve a cooperation mechanism for China-ASEAN industry associations.

Make full use of the China-ASEAN industry association joint conference. This joint conference is initiated by China-ASEAN business council Chinese secretariat. It is composed by 25 national industry associations with the goal of providing a platform for China and ASEAN industry associations to promote exchanges and cooperation, and this platform is open to other industry associations that show interest in it. We plan to establish industry association cooperation committee for specific industries when time is right to promote mutually beneficial cooperation between bilateral member enterprises.

We will continue to hold China-ASEAN industry cooperation conference in the future and list it as an importance agenda in bilateral trade and economic cooperation, we suggest Kunming as the venue for the future conferences. Kunming can serve as a trial city for China-ASEAN industry integration since it is an important capital city connecting China and Southeast Asia, featuring unique advantages in terms of geographical location, resources and industries, and should be a major player in promoting China-ASEAN industry cooperation, and make boost the formation of industrial cluster and upgrading, in this way, Kunming can open wider to the outside world and embrace a better economic development.

China-ASEAN industry cooperation is crucial for China-ASEAN FTA to achieve win-win results. We will take this conference as an opportunity to open up a new era for bilateral industry cooperation and make contributions for the economic prosperity of all countries within the FTA.
