Shanghai has set up a municipal-level community service center for foreign business headquarters at Putuo district as part of its effort to promote the city's economic growth.

Agreements were inked on Monday between the Shanghai International Small and Medium-sized Enterprise Headquarters Community and the chambers of commerce from Britain, Germany, France and Japan, said Sun Rongqian, director of Putuo district government.

The signing ceremony was attended by officials of the chambers of commerce from more than 20 countries and regions including the United States, Britain, Germany, France, Italy, Spain, and Japan.

"The event aims to provide quality service for those coming to invest in Shanghai to know more about Putuo," said Sun.

He said it was quite necessary to establish such a service center, because many business headquarters are based around Putuo.

Putuo has formed nine commercial groups including an oasis center, a furniture design expo center and a shopping mall, becoming the city's seventh largest central business district, said Jiang Zhimin, head of Changzheng Town Putuo district.

As one of the city's 19 modern service complexes, the headquarters community has become a base for small and medium-sized firms from abroad as well as private enterprise headquarters from the Yangtze Delta and other parts of China, Jiang said.

"The headquarters community provides an environment for the harmonious co-existence and development of manufacturing plants, service business and cultural innovation facilities," he said.

The town leader said it will construct buildings of 2 million square meters for enterprise headquarters.

He broke down the community into four areas for offices, factories, services and the auto trade, saying that headquarter offices are set for businesses of information, media, 3D, logistics and trade.

Its manufacturing zone, covering an area of 550,000 square meters, will be home to plants for developing electronic products, information technologies and energy-saving service.

An international auto trading center with an area of 400,000 square meters will be set up as well to trade automobiles.
