Witnesses said thick smokes could be seen and explosions were heard from inside the restaurant in Nangang district of Harbin, capital of Heilongjiang province.
Dozens of fire-fighters are struggling to put out the blaze.
The fire broke out at about 9:30 am, witnesses said.
