In the report he delivered to the opening session of the Communist Party of China's 19th National Congress on Oct 18, General Secretary Xi Jinping said that a central leading group for advancing law-based governance in all areas will be set up to exercise unified leadership over efforts to establish rule of law in China.

Xi said that advancing law-based governance in all fields is a profound revolution in the country's governance, and the government must promote rule of law and work to ensure sound lawmaking, strict law enforcement, impartial administration of justice as well as the observation of law by everyone.

Xi also called for safeguarding the authority of the Constitution, and carrying out lawmaking in a well-conceived and democratic way and in accordance with the law, so that good laws are made to promote development and ensure good governance.

In addition, "we should build a law-based government, promote law-based administration and see that law is enforced in a strict, procedure-based, impartial and non-abusive way", Xi said.

Every Party organization and every Party member must take the lead in serving and applying the law, and should respect, learn and observe the law, Xi said.
