海洋督察(hǎiyáng dūchá): Ocean supervision
As required by the Ocean Supervision Plan approved by the State Council, China's Cabinet, the State Oceanic Administration has dispatched the first marine inspection groups.
The first six marine inspection teams are stationed in Liaoning and Hainan provinces. Inspection teams will also be sent to Hebei, Jiangsu, and Fujian provinces and the Guangxi Zhuang autonomous region over the coming days to conduct supervision of reclamation works and the exploitation of marine resources.
The ocean supervision system is a significant institutional arrangement that aims to promote the construction of an ecological civilization and build China into a maritime power.
The key issue for marine supervision is land reclamation. The inspection teams will focus on the problems exposed in reclamation projects, in order to protect the marine environment.
The inspections will last about a month. During the inspection period, hotlines and dedicated emails will be set up to receive public reports about violations of marine resources and environmental protection.
