Are Tsinghua's admissions standards 'preferential'?

Foreign students should take the English version of the gaokao and pass the test in order to study in Chinese universities. This is equivalent to the SAT, which foreign students are required to take and pass in order to apply for admission to US universities, in addition to TOEFL, which is an English language proficiency test. Tsinghua is the MIT of China and is world- renowned for its STEM disciplines. Its standard of excellence should be maintained.

If that is required of Chinese students, the same rule must apply to foreign students. No exceptions! Why should Tsinghua try to admit more foreign students for the sake of increasing its foreign student population? If Tsinghua wants Chinese students to get exposed to foreign cultures, they should set up shop in foreign countries. Just like Western universities that have campuses all over the world, Tsinghua should do the same.
