Is it rude to eat on mass transit?

Being a Western gentleman I do not approve of eating in the street or on public transport. However, in China time and work and eating is precious, so some people have to eat when they can. Particularly offensive are those foods that are really smelly and sloppy ... and those people who throw the leftover food and wrappers on the floor when finished.
