“放管服”改革(fàngguănfú găigé):Reforms to delegate power, streamline administration and optimize government services

Advancing reform to delegate power, streamline administration and optimize government services is essential to promote the sustainable and healthy development of the economy and society, Premier Li Keqiang pointed out during a national video and telephone conference with regional government officials on Tuesday.

Great achievements have already been made in this work, as 85 percent of pre-approval business registration items have been cancelled, along with 44 percent of qualifications certification and 50 to 70 percent of provincial administrative examination and approval items.

Li pointed out that the reform benefits enterprises, residents and society, by promoting clean governance, invigorating the market and encouraging innovation. He said the central and local authorities should work together to further promote the delegating of power, streamlining of administration and optimization of services.

As Li highlighted, the reform is related to China's economic development, social progress and people's livelihoods, as such it is a task of great significance. There are still loopholes in supervision and public services, which leave large space for transforming government functions and increasing administrative efficiency.
