In a national video and telephone conference with regional government officials on Monday, Premier Li Keqiang introduced "three cuts" to streamline government administration and delegate power to the lower levels this year.

According to Li, this year the central government will cut 50 central and local administrative examination and approval items, cut 70 percent of professional qualifications set by the State Council, or the Cabinet, and further cut a batch of production certificates, business certificates and qualifications. The ratio of cutting enterprise investment projects approved by the central authority should be above 90 percent.

The move to further streamline administration and optimize government services is not only a key part of comprehensively deepening reform in an all-round way, but also a significant strategic measure to promote healthy social and economic development in China.

Li pointed out that China will not stimulate the economy despite the economic downturn, instead the government will continuously make great efforts to streamline government administration, transform government functions and boost efficiency.

It is expected that the improvement of government administration and services will be conducive to promoting economic vitality and releasing market potential, which may further promote China's sustainable economic development.
