The parallel-goods traders and visitors staying in Hong Kong for less than one day should be blamed for soaring prices and shortages of daily necessities. The authorities must strike a balance targeting the parallel-goods traders and the policy change should focus on ways to limit the number of people spending less than a day in Hong Kong. Building more duty-free shops near the border could also be a good solution.
