Ratfink (Australia)
Begging occurs in EVERY larger city in the world, no exceptions. There are always people who are genuinely down on their luck and making welfare organizations take care of them simply doesn't work as this has been tried in countries such as Australia and the UK with far lower rates of begging and homelessness than China.
