The Beijing municipal government has started to put residents' quality of life ahead of Olympic preparations with new regulations that will see construction projects without an overnight building license fined as much as 200,000 yuan (US$25,000).

Dong Jinhu, an official with the Beijing Bureau of Environmental Protection, said that unless construction projects possess a night construction license, builders will be punished for keeping residents awake at night with excessive noise.

The new regulation on noise pollution, which will not take effect until the end of this year, will also specify fines on noise from traffic, interior decoration as well as entertainment and catering businesses, according to Dong.

The city government has ordered all construction projects to be finished by 2008 in order to guarantee a pleasant environment for the Olympics. Some construction teams are racing against time to meet the deadline.
