The congress has passed the government work report in 2017 and decisions of government work in 2018 by via electronic voting. The congress also approved the government work done over the five years and proposed the goals for the next five years.

The secretary of Tianjin municipal Party committee and executive president Li Hongzhong attended the congress. The executive president of the congress and the executive president of the presidium Duan Chunhua hosted the congress.
