Tianjin, Beijing and Hebei take strong measures to manage air pollution

The "Beijing-Tianjin-Hebei joint action plan of air pollution management", hosted by the Office of the Central Leading Group for Cyberspace Affairs and Ministry of Environmental Protection of the People's Republic of China, was held in Beijing, Tianjin and Shijiazhuang on Jan 21.

The deputy director of Tianjin Environmental Protection Bureau, Xie Huasheng, introduced the measures Tianjin have taken to curb air pollution. Since the implementation of The Action Plan for Prevention and Treatment of Atmosphere Pollution, Tianjin finished 1496 important training works in four years, and trained 41 percent of total works in 2016.

In the past four years, 101 polluting enterprises have been closed, the proportion of secondary production dropped to 47.1 percent; 595 coal-fired boilers have been closed, decreasing the by 2.53 million tons; and the heating system in counties has changed to utilize an air source heat pump for 32,000 families. 235 industrial enterprises were under video surveillance for dust monitoring;over 163,000 vehicles have been written off; amd 152 industrial enterprises have implemented pollutant management of sulfur, nitrites and volatile organic compounds.

In 2013, there are 145 days in Tianjin meet the air quality, in 2016, the days increased to 226 days. The PM 2.5 index dropped to 69 micrograms per cubic meter in 2016, compared to 96 microgram per cubic meter in 2013. The pollution comprehensive index dropped by 27 percent in 2016 compared with data from 2013, demonstrating how the environmental conditions in Tianjin are gradually improving.

In 2017, Tianjin will cooperate with Beijing and Hebei to finish a further 695 projects on environmental protection. It is expected to reduce the use of 11.74 million tons of coal, and take action to manage exhaust pollution.

From Mar 1, 2017, Tianjin will exercise a ban on the burning of crop straw, and offenders will be fined 2,000 yuan ($291). Polluting enterprises will continue to be managed or closed gradually before October 2017.
