The Tianjin municipal government and the Beijing municipal government signed an agreement on constructing a Binhai -- Zhongguancun Science Park recently.
According to the agreement, the new park will have Beitang, the northern part of Binhai New Area of Tianjin, as its core and starting zone and evolve into an internationally leading park integrating scientific research and development and transformation of research achievements to commercial markets.
Experts say that the cooperation is not only a simple resource transfer or a project move; instead, the new park aims at making breakthroughs in aspects such as public administration, talents introduction and innovation policies.
The two government plan is to complete the core zone by the end of 2018, attract innovative enterprises and establish an efficient park services committee. By 2020, the park will have set up several innovative communities and will feature industrial bases to realize cross-region cooperation.
An official of the government of Binhai District, Tianjin, said the new park’s committee will be strongly autonomous to allow better use of the platform and attract more Beijing scientific resources to settle in Binhai park, or other places in Tianjin.
Additionally, the Binhai-Zhongguancun Science Park will seriously focus on new high-tech transfers and market-transformations of significant scientific achievements and will encourage enterprises, college talents and financial institutions in Beijing to settle at Tianjin through complete innovation reform and improved service systems. The goal is to build Binhai -- zhongguancun enterprise collaborative innovation centers in both Beijing and Tianjin.
Lu Wenlong, director of the Tianjin Municipal Science and Technology Commission, said Tianjin should seize the opportunity to attract more Beijing scientific resources to settle in the five districts of Tianjin -- Binhai New Area, Wuqing, Dongli, Baodi and Beichen.
Guo Hong, director of the Administrative Committee of Zhongguancun in Beijing, said both sides are pioneers of the Beijing-Tianjin-Hebei province synergetic development community program. Their growth in innovative economy will help the development of regional economics.
He added that this collaborative mode of Binhai and Zhongguancun may set China a positive example of constructing innovation highlands.
Guo mentioned that Binhai New Area of Tianjin will be not only a national self-dependent innovation demonstration zone, but also a free trade pilot zone. Zhongguancun focuses on original innovation and high-tech service industries, but Binhai park takes more advantage of industrialization, which means the cooperation between Zhongguancun and Binhai will bring a "one plus one larger than two" effect.
